"Two Sessions" of NPC and CPPCC

    During March, the "two sessions" of NPC and CPPCC become the most important event in China's political life, which also is a hot topic of the public opinion in the international community. What is the "two sessions"? What information are the "two sessions" sending out? I believe many people are curious about it. As the Chinese Ambassador, I would like to take this opportunity to interpret the essentials of "two sessions" by my own reading.

      The "two sessions" refers to the "National People's Congress" and the "Chinese People's Political Consultative Conference." This year's "two sessions" were the thirteenth session, with the "National People's Congress" and "Chinese People's Political Consultative Conference" being convened respectively on March 5 and March 3. The duration of the sessions is approximately 15 days.

      For China's development, 2018 is a very critical year. This year marks not only the first year of comprehensively implementing the blueprint drew by Chinese Communist Party(CCP) 's 19th National Congress, but also the 40th anniversary of reform and opening up of China. It is also a critical year for building a comprehensive well-off society and implementing China's 13th Five-Year Plan. At such a historical starting point, the "two sessions" in 2018 are bound to bear even greater significance than ever before. We need comprehensively overview the development experience and lessons learned from the past decades, and then the future development of China. As far as I'm concerned, one English word "SMART" can then be described to help you better understand the key while abundant information sent by the "two sessions".

     The letter S means Stable. Stability is the secret cherished by China's rapid development. As the most populous country in the world, China has developed from a backward country into the second largest economy, creating a miracle never seen in human history. With an average annual growth rate at 9% or more, China's GDP has increased from 150 billion US dollars when it initiated reform and opening up policy in 1978, to more than 12 trillion US dollars in 2017, over 80 times than before. The proportion China's economy accounting for the global economy has increased from 2% to 15%, and its contribution rate to world economic growth has exceeded 30%, surpassing the combination of the United States, Japan, and the euro zone countries. The core impetus of the "Chinese miracle" lies in the strong leadership of the CCP, which enables China to maintain a stable political structure and implement a consistent and continuous development policy instead of acting blindly and detouring, making the whole country move in one direction with one mind. During the "two sessions", both the government's  emphasis on upholding the strong leadership of the CCP and the review and adoption of the constitutional amendment, are aimed to further strengthen the stability and unity of the country's political structure, and continue to provide a strong institutional guarantee for China's future development. .

       M means More Balanced. China's development will be more balanced. The Government Work Report in 2018 sets the GDP growth target as around 6.5%, which sends out a clear signal that China focuses more on high-quality development than the specific target number. We will set the high-quality development as our primary goal while keeping a medium or high speed growth rate. High-quality development should be promoted in a more balanced manner. First, China's unbalanced internal development as well as wealth distribution among different groups of people and regions need to be altered. It is high time we change from making bigger cake to slicing cakes more equally. Second, the proportion of China's service industry has risen to 51.6%, making it the main driving force for development. High-tech manufacturing technologies has grown at an average annual rate of 11.7%, of which the high-speed railway, large aircraft, e-commerce, and sharing economy all become "new postcards"" of the Chinese economy. China will further optimize its economic structure, encourage consumption, and foster new types of business.

     A means All-round. China's development will be in an all-round way. In the first place, the construction of ecological civilization should accompany the economic development. What we need is not merely economic prosperity, but a pleasant and livable environment. During the "two sessions", implementation of the environmental protection tax, expansion of the places conducted water resources tax, and the Water Pollution Prevention and Control Law carried out successively, all demonstrate China's determination and confidence in resolutely winning the battle of environmental protection. Second, though concentrated on the domestic development, China will also promote high-quality development with a higher level of openness, and promote the formation of a new pattern of comprehensive openness. China opposes trade protectionism and advocates economic globalization and trade facilitation. China will not selfishly shut down its door and arbitrarily impose punitive tariffs on other countries, instead, we will embrace the world more actively and enthusiastically. In the next five years, China will import goods worth 8 trillion US dollars and spend 750 billion US dollars in foreign investment. In 2018, China will hold the first China International Import Expo to encourage the importation of more goods from friendly countries. China will continue to work with other countries to implement the "One Belt One Road" Initiative encourage all parties to participate equally, achieve mutual benefit seek for and common development.

     R means Reform. China's development is based on the continuous reforms. Through the reform of China's political system, it has maintained its unique resilience and adaptability,  becoming an important driving force for economic development. During the "two sessions", State Council's institutional reform program was reviewed and approved. As a result, the State Council's ministerial-level organizations have been reduced by 8 and vice-ministerial agencies by 7. This reform focuses on promoting the functional optimization among key institutions such as the ecological environment, science and technology, cultural tourism, news radio and television, and disciplinary supervision, which will simplify micro-management issues and specific approval matters, and further advance the modernization of national governance systems and governance capabilities.

     T means Transparent. China's development is transparent. Over the past five years, China's has achieved brilliant achievements in anti-corruption. With the determination and courage to fight corruption in a manner of "scraping bones to eliminate poison", China have not only captured "big tigers" but also "little flies," which realizes overall supervision of  corruption issues, and builds up an institutional mechanism that no one dare to corrupt, could not and reluctant to conduct corruption. These have strengthened people's trust in CCP and the country. During the "two sessions" this year, the Supervision Law of the People's Republic of China was approved and the National Supervisory Commission was established. This is a major political structural reform that affects the overall development of China and good for coordinating the Supervisory departments of the CCP and the government to form a joint anti-corruption force, which will give full play to the overall supervision of the CCP and the government.

     Just as President Xi Jinping said, "We have to avoid the distractions of unsubstantial ideas and superficial fame." Taking the historical achievements made by China as a starting point, the "two sessions" in 2018 depicted a new blueprint for the dreams of the Chinese people and even the people all over the world, demonstrating China's firm confidence and determination to promote peace, stability and prosperity in the country and in the world. The Chinese people will, with a sense of urgency and responsibility, roll up our sleeves to work harder for the "Chinese dream", in order to make our country prosperous and our people live and work in peace and contentment.

      The aspirations of the people all over the world for a better life are similar. The grand goals of the "Chinese Dream" and the Malaysia's "TN50" initiative to build up a developed country are common. The development of China will provide Malaysia with broader opportunities for development and potential for cooperation. In recent years, the Qinzhou Industrial Park and the Kuantan Industrial Park jointly created by China and Malaysia have set a new model of international capacity cooperation, and a series of major cooperation projects such as the East Coast Rail Line, the Electrified Double Track Project between Seremban and Johor Bahru, and the Malacca Industrial Park have advanced steadily. The mutual benefit and practical cooperation between China and Malaysia have achieved leapfrog development in all-dimensional, multilevel and wide-ranging manner. I believe that with the joint efforts of the Chinese and Malaysian governments, China-Malaysia relations will take the opportunity of the "One Belt One Road" Initiative, thus achieving development in higher, faster and stronger way and bringing benefits to peoples of the two countries
